District Status and Upcoming Events: September 2025
Service & Operations
Public: A resident attended the meeting via teleconference and spoke to the Board regarding discussions that took place at the recent Joint Facilities meeting. The Board welcomes the voices of all their constituents and encourages residents to be involved. The issue was addressed.
The Board reviewed and approved multiple routine agenda items; previous month’s minutes, and trash collection.
Bookkeeping: The District’s bookkeeper report consisted of CD maturities, money being moved in various accounts, interest earned, first bond payment recap, debt payments, operating accounts, approvals, handwritten and voiding of various checks, final 2026 budget report, joint facility account payments and updates, and utility usage tracking. Counsel went over a few resolutions.
Infrastructure & Maintenance
Drainage & Detention Ponds: Stuckey’s representative reported landscaping was behind due to consistent rainfall and expressed difficulty in capturing nutria due to the weather. A proposal for setting nutria traps at POA detention ponds was given. The Board discussed sending the quote to the POA since the issue is related to aesthetics around POA ponds. Director Greene agreed to present the information to the POA Board. If the proposal is approved, notifications will be sent and/or posted on the District’s website to give residents proper notice.
San Jacinto River Authority: A letter from SJRA was reviewed regarding the pumpage fee decrease from $3.19 to $2.62 per 1,000 gallons.
Lone Star Groundwater Conservation District Matters: No items to discuss.
Engineer’s Report:
Water Well Plant No. 2 – The City of Houston requested a copy of the latest plat, which was submitted. Engineering will proceed with the bidding process and should have proposals soon and will present next month
The Chicot Well – Location was discussed shortly. The Engineering Team asked if the Board wanted to keep this project on future agendas; Director Cote requested that it stay on until the latest recaps have been given to the directors unable to attend the last few meetings.
CIP – No updates since last month.
Birnham Woods Pedestrian Bridge – Has been approved with Precinct 3, bidding process will be starting.
SJRA Surface Waterline Connection – Still waiting for the revised water model.
Bond Application No. 9 – Was submitted after the last board meeting. The application was declared administratively complete on August 13th, by the TCEQ.
Storm Water Permitting Matters – District is currently on year seven. The 2024 permit is still under review by the TCEQ.
Drought Contingency – The DCP subcommittee met on September 10th. A discussion on well run time triggers, proposed run times, multipliers, and pump submergence ensued. Directors requested consistent testing, especially during summer peak months.
Operator’s Report: August reported over 16.1 million gallons of consumption across various categories. 97% was accounted for. The report was standard, giving monthly permitted percentages, well reports and high users noted, preparation of an ‘uncollectable’ list to turn over to collection agencies, and appropriate cut offs were approved. Leak updates were also given, in particular, a resident’s year-long leak. The Board discussed accountability of future, similar leaks. While Counsel agreed something could be added to high users not making necessary repairs, he retained the importance of the District being overt on the due process. The Operator also went over a proposed amendment to the rate order, and a new chart for checking the levels of wells. Director Goodman asked that the chart be sent to him so that he may suggest a different, more presentable layout.
Legal
Insurance Renewal: The Board approved Brown & Brown’s proposal and counsel assured the Board that they will place the yearly insurance item further out to give them more time to review proposals moving forward.
Bond Review: Counsel discussed the state required annual revival of how the District has sold debt. This will be an annual report.
Property Association Matters: No current updates to report.
The Board entered into executive session.
