Service & Operations
Public: Two residents were online. One resident expressed their gratitude to the current directors and congratulated the new ones.
Trash Collection: A representative from the trash operator attended and provided annual notice to the Board regarding a price adjustment for the billing cycle of December 2026 through November 2027.
Bookkeeping: The report included standard updates in the following areas: debt service, TexSTAR accrued interest, tax account transfers, property tax collections and interest earned, capital projects, investment accounts, comparison charts, operating account, holds for pay estimates, TexSTAR transfers, wires to the IRS and joint facility account, check approvals including those to the Texas Comptroller, deposit refund account, operating investment accounts, CDs (no changes), budget (ninth month), joint facility deposits, revenue and total expenses, and utility tracking and billing.
Infrastructure & Maintenance
Drainage & Detention Ponds: Stuckey’s representative reported approximately eighteen inches of rain over the course of three months, with nearly eight inches occurring in the last month alone. Moving and hand trimming are on schedule. Herbicide applications around rip rap areas are performing as expected. Sucker growth from the base of trees along the soccer fields has been removed.
San Jacinto River Authority Matters: Counsel reported on correspondence received since the last meeting and will continue to keep the Board updated via email between meetings. A more detailed discussion regarding this matter will be held in July as voting begins on July 1st and additional information becomes available.
Engineer’s Report
Water Plant No. 2 Expansion: Project is 64% complete (by value), up 8% from last month, and remains ahead of schedule. Tanks are constructed and site improvements are pending.
CIP: No new items were added. The engineering team will continue to update items during the first quarter of each year (typically March).
Birnham Woods Pedestrian Bridge: Delays have been identified due to gas lines crossing the drill paths. CenterPoint is actively working on relocating the lines. As of the meeting, the delay is not expected to affect the scheduled October delivery of the bridge.
SJRA Surface Waterline Connection: Engineers received approval to proceed with the topographic survey on property owned by Montgomery County Drainage District No. 6.
Storm Water Permitting Matters: Educational flyers for the public will be prepared and posted soon.
America’s Water Infrastructure Act (“AWIA”): Engineers have finalized the Risk and Resilience Assessment and will submit it to the appropriate authorities at the end of the month.
Texas Water Development Board 2026 Water Supply and Infrastructure Grant: A lengthy discussion ensued regarding the likelihood of denial based on program parameters. The Board agreed not to pursue the grant and instead support Spring Creek UD in its application, provided that any financial burden is funded solely by Spring Creek UD.
Engineering has scheduled a facility tour with the Operator and the Directors for June 24th.
Operator’s Report
In May, over 9.8 million gallons of consumption were reported across various categories, a decrease of 1.7 million from the previous month. Over 34.8 million gallons were produced by the wells, with 93% of water accounted for.
The Operator disclosed an inconsistency identified in one meter, which is recording a higher amount of pumpage than actual usage. The Operator will meet with the meter provider on Monday and will keep Director Sao informed.
Operations reports and updates were provided on the following items: revenue recap, permit capacities, vacant meters in the District, EyeOnWater account updates, meter usage across all three districts, high users list (top 1% of users), pumpage and submergence levels, well data summaries, irrigation reporting and tracking (noting a significant increase in irrigation despite recent rainfall), delinquent letters and cutoffs, and uncollectable accounts.
The Operator recommended remaining at Stage Two. The Operator also discussed a resident request to waive penalty fees for irrigation watering on incorrect days. The Board authorized the Operator to investigate further.
District Communication Matters
Quarterly recommendations were presented to the Board for approval, along with suggested homepage improvements. Director Greene was appointed as the District’s voting representative for Association of Water Board Directors.
Legal
Cybersecurity and Artificial Intelligence Training: Counsel informed the Board of required training and applicable deadlines.
Video Conferencing: The Board briefly discussed adding an item to the agenda for video conferencing.
Delinquent Taxes: The Board authorized the District’s delinquent tax attorney to proceed with collection efforts on delinquent taxes.
