District Status and Upcoming Events: February 2026

Service & Operations

  • Public: Three residents attended in person and one resident attended via teleconference.
  • Trash Collection: Director Greene reported a resident complaint regarding missed pickup. Best Trash reviewed footage of the day in question and revealed that a trailer blocked the crew’s ability to collect trash. A website reminder post was requested for residents to be mindful of their parking on trash collection days. Verbiage will be sent to Director Greene for final approval.
  • Bookkeeping: Report included standard updates in the following areas; debt service, CD renewals, gained interests, Texstar account transfers, tax account deposits, transfers to operating accounts, capital projects, comparison charts, operating accounts and their interests earned, check approvals, deposit refund accounts, operating investments accounts, budget (on fifth month), revenue recaps and expenses, joint facility accounts and its check approvals and budget, and finally utility tracking. Director Slotnick instructed the bookkeeper to secure any CD offering a higher interest rate than Texstar as soon as it was identified. The Board also quickly discussed AWBD Summer Conference attendance; none confirmed.

Infrastructure & Maintenance

  • Drainage & Detention Ponds: No report was submitted. Director Cote asked the Engineers to send the past erosion report to the POA outlining the responsibilities of their three amenity ponds.
  • San Jacinto River Authority Matters: Engineers briefly discussed the meeting held earlier in the week. Counsel presented the letter to the SJRA regarding opposition to the proposed global amendment of the Groundwater Reduction Plan, and a motion passed to send it.
  • Lone Star Groundwater Conservation District Matters: There were no matters for discussion.
  • Engineer’s Report:
    • Water Plant No. 2 Expansion – The contractor has mobilized; tree removals and temporary fencing was set up. Tank prep is scheduled for March.
    • CIP – No updates.
    • Birnham Woods Pedestrian Bridge – Work has started on the sidewalk and foundation for the bridge. There is no update from the manufacturer on when the bridge will arrive.
    • SJRA Surface Waterline Connection – There was a lengthy discussion outlining the past issues the MUD has had with securing the surface water line to the community and the impact of including other interested Districts. The Engineers discussed the meeting held on Tuesday with the interested Districts and presented four water-line options in detail. More information will be presented at the JFAC meeting late next month.
    • Storm Water Permitting Matters – Continuing Year Two of MS4. Year One ended December 2025; the report is being created and is due to the TCEQ in March.
    • Wastewater Treatment Plant (“WWTP”) Inspection – Engineers presented a summary of their recommendations and pointed out that the WWTP is in good condition, thanks to the partnership and attentiveness of the District’s Operator. Top deficiencies were discussed; peelings of coated equipment and electrical improvements. A wishlist was also submitted for items that were not urgent but still beneficial. Engineers will present revised costs at the next meeting.
  • Operator’s Report: January reported over 9 million gallons of consumption across various categories, a steady decline from previous months. Over 23 million gallons were generated by the wells. 93% was accounted for; Director Slotnick asked why accountability was lower than normal, the representative explained that December’s account was 104% so this was still very normal. Operations report was standard; waste water plant capacities, bills and receivables, irrigation, EyeOnWater accounts update, connection recaps, pumpage levels, well data summaries, high users (down considerably), delinquent accounts and cut offs. He recommended staying at Stage Two, as rainfall is about a foot below the yearly average. Additionally, there was a packet given to the Board on the items fixed per the inspection of the WWTP, noting very low cost.
  • District Communication Matters: Statistics on the email alert sent to residents regarding the change from Stage One to Stage Two was presented.

Legal

  • Annual Agenda Items: Counsel discussed filing annual items such as the Annual Report in accordance with the District’s Continuing Disclosure of Information Agreement and Compliance, Resolution Regarding Development Status for 2026 Tax Year and Resolution Concerning Exemptions from Taxation. Appropriate items were adopted.
