District Status and Upcoming Events: May 2026

Service & Operations

Public:  None were in attendance.

Trash Collection: Information regarding yard debris from homeowners versus landscapers was posted on the website. Director Greene received new complaints from residents regarding uncollected cans. Counsel advised Directors to collect addresses from these residents so that the representative could review footage and determine the reason for the uncollected cans.

Bookkeeping: The report included standard updates in the following areas; summary of accounts, debt service, no CDs were renewed, TexStar accrued interests, tax account transfers to Operations and MCAD, property tax deposits and interest collections, capital project accounts and charges, TexStar investment accounts, comparison charts, Operating account, deposits, wires to IRS and joint facility account, check approvals, deposit refund account, voided stale-dated checks, operating investment accounts, renewed bank accounts, budget (eighth month), joint facility deposits, revenue and total expenses, utility tracking and billing. There was a brief overview of AWBD’s summer conference and relevance to the new Directors.

Infrastructure & Maintenance

Drainage & Detention Ponds: Stucky’s representative was in attendance and summarized their services for the new Directors. She then presented a contract amendment regarding fuel surcharges. Counsel recommended approval with the stipulation that the amendment apply for six months.

San Jacinto River Authority Matters: Counsel gave a summary of this standing item to the new Directors. Director Slotnick provided insight into the situation, noting that conditions change from month to month.

Lone Star Groundwater Conservation District Matters: Moved to executive session.

Engineer’s Report

Water Plant No. 2 Expansion: Project is 56% complete (by value), and the contractor remains on schedule. April 2027 is the estimated completion. Director Rubio, being new to the Board, asked for a summary of this project.

CIP: Nothing new was added since last month’s report.

Birnham Woods Pedestrian Bridge: Director Slotnick asked the Engineers to look into installing signs, after completion, highlighting the MUDs sponsoring the bridge. Directors hope to have the bridge installed before the next school season to avoid additional traffic from lane closures.

SJRA Surface Waterline Connection: Engineers presented an easement agreement regarding a topographic survey on the property of Montgomery County Drainage District No. 6.

Storm Water Permitting Matters: Year Two of the MS4 program is ongoing and ends on December 31st, 2026. Engineers reminded the Directors to report and photograph any dumping into their storm drains. Damage to District property is in violation of their Rate Order.

America’s Water Infrastructure Act (“AWIA”): Engineers are continuing their review and update of the Risk & Resilience Assessment, as required every five years.

Waste Water Plant Inspection: Engineers discussed potential equipment updates and scheduling to avoid unnecessary expenses.

Texas Water Development Board 2026 Water Supply and Infrastructure Grant: Engineers outlined the information they received during the webinar last month but noted that limited funding would likely be available to the District based on size and median income. They will continue to research the best strategy for applying for the grant. Applications are due July 2026.

Engineering recommended scheduling a facility tour with the Operator and the new Directors.

Operator’s Report

In April, over 11.5 million gallons of consumption were reported across various categories, an increase from the previous month. Over 38 million gallons were produced by the wells with 93% of water accounted for.

Operations report and updates were given on the following items; revenue from water bills, vacant meters in the District, EyeOnWater account updates (new Directors were encouraged to sign up), meter usage of all three districts, high users, pumpage and submergence levels, well data summaries, irrigation tracking, delinquent letters and cutoffs.

The Operator recommended remaining at Stage Two. Director Slotnick asked the Operator to look into the commercial account for Kids R Kids due to suspicious high irrigation usage. The Operator also presented the 2025 Consumer Confidence Report, to be posted to the website along with a URL on water bills for residents to access.

District Communication Matters

Email alert statistics were given to the Board regarding the state’s drought map and summer water conservation reminders.

Legal

2026 Directors Election: The new Directors were sworn in and the Board reorganized their positions. Counsel proceeded to inform them about the required certificates, Oaths of Office, registrations, disclosures, education material, rules, laws and a recap on policies.

Montgomery Central Appraisal District: Counsel sought approval to send a letter to MCAD requesting a nomination letter, since last year MCAD sent the Nominee Letter out too late for the Board to participate. The Board approved.
