The Board reviewed and approved multiple routine agenda items; previous month’s minutes, yearly audit, quote requests for insurance policies like cyber security and liability, and developmental status for 2025.
Bookkeeping: The District’s bookkeeper report consisted of check approvals, tax assessment update, review of investments, interests and expenses, 2026 proposed budget, joint facility financial and bookkeeping matters, reimbursement for the summer AWBD conference and attendance authorization for the winter conference.
Infrastructure & Maintenance
Drainage & Detention Ponds: No report available this month.
San Jacinto River Authority: Director Slotnick gave a quick update on a few items: the unprivileged discussion of the pumpage fee litigation and that the SCUD agreement made with SJRA, MCMUD 88 and 89 will be used as a basis for discussion purposes. The inconsistencies in transparency and communication with Lone Star Groundwater Conservation District were discussed at length. Potential droughts continue to worry the Board. Director Cote reported that he was happy the District and Board have come together to be ahead of the curve for water requests. Though strenuous, communication pursuits with surrounding communities and Districts have proven to be helpful. Other water resource options were discussed including what other Districts/Counties have done, bond elections, resident voting, fundraising and proposal requests. Director Slotnick reminded the Board that there will be a special public hearing by Lone Star Groundwater Conservation District to discuss their reasoning for choosing the GMA model, aside from their planned September special meeting. Director Cote continues to request for residents get involved.
Engineer’s Report:
Water Well Plant No. 2 – Comments were received from Montgomery County; they have edited and re-submitted.
The Chicot Well – No update from last month; still trying to get well logs from TCEQ.
Birnham Woods Pedestrian Bridge – Submitted plans; they expect to receive approval from the County any day now. Precinct 3 had no negative comments.
Birnham Woods Sidewalk Grant – Precinct 3 submitted an application for a grant and asked the MUD for a support letter. The District’s Engineer, Counsel and Director Cote collaborated on the letter which was given to the rest of the Board for review and later approved.
SJRA Surface Waterline Connection – Water model completion has been delayed; they are looking at oversizing the transmission line for potential greater water needs. Engineering thinks it might be a good delay since, in the long term, it will increase water production.
Bond Application No. 9 – Has been completed and sent to Counsel for review.
Storm Water Permitting Matters – The District’s Engineer and Operator will plan to attend on July 15th, 2025.
Drought Contingency – Engineer presented the adjustment in tiers of the rate order for residents and commercial businesses. The Board discussed how to appropriately post the revised order to the public, when and for how long before officially implementing the new rate order. Counsel agreed to draft an announcement to post to the website pending POA feedback via Director Sookdeo. Director Goodman suggested there be a way to measure if the rate order adjustment was successful in preserving water usage.
Operator’s Report: June reported over 16.7 million gallons of consumption across various categories. 97% was accounted for. An inspection letter from the State did come back. High water usage customers were discussed. Director Cote appreciated the monthly percentage breakdown in the remainder of their permit. Well reports were given; nothing out of the ordinary. Leak updates in and around the District were reported on. Appropriate cut offs were approved.
Legal
Montgomery Central Appraisal District: The Board was notified that they missed the cutoff to nominate a water district representative to serve on the CAD Board. A yearly agenda item will be added to discuss nominations in March before the cutoff of June 1st.
Regular Meeting Schedule Change – The Board approved adjusting their regular meeting day to the second Friday of the month.
