District Status and Upcoming Events: May 2025

Service & Operations

  • Public: One resident joined the meeting online. The Board offers residents the opportunity to join meetings via teleconference, with information included on each agenda.
  • Trash Collection: Nothing new to report.
  • Bookkeeping: Report included standard updates in the following areas; opening and closing of appropriate accounts, budget expenses and balances, the joint facility accounts, checks, and AWBD expenditure rules were recapped. There was discussion regarding maximum payments reached for Director Slotnick. The District’s attorney and bookkeeper will review further. The District is currently on a six- year power contract, Director Cote requested a timeline of renewal dates from the energy broker.

Infrastructure & Maintenance

  • Drainage & Detention Ponds: Stuckey’s was not in attendance but has reached out to Spring Creek to discuss a combined effort to harvest the nutria. The Board maintains that if all the MUDs in the area work together, the nutria issue would have a better chance of success.
  • San Jacinto River Authority (SJRA) Matters: Director Slotnick reported the latest communication between SJRA and LoneStar Community College. Issues involve low annual percentages of replenished water (12%), “in depth” presentations with no clear sources of information, units or duration. He will continue to ask for clear communication.
  • Joint Water Facilities Matters: The contract was presented in March to surrounding MUDs, Spring Creek and MCMUD 88. Comments were received and the Attorney will work with a subcommittee to approve any minor changes. Director Goodman volunteered to be in the subcommittee along with Director Sookdeo.
  • Engineer’s Report:
    • Water Well Plant No. 2 – Plans have been submitted to agencies for review and they are looking to receive bids by July’s meeting.
    • Lift Stations – Substantially complete. Subcontractor for the re-coding work has not passed the General contractor’s satisfaction.
    • The Chicot Well – Director Cote urged the Board and Counsel to review securing a location for the well. The District’s Attorney and Engineer will look into the permitting process while the District’s Operator will request to have access to the well logs.
    • Birnham Woods Pedestrian Bridge – Plans have been submitted to regulatory agencies, no comments from Spring Creek were received and they are still waiting on comments from Montgomery County.
    • Annual Ms4 Training – The District’s Engineer and Operator will plan to attend on July 15th, 2025.
    • Drought Contingency – The subcommittee met with the District’s Operator regarding recommendations for including more robust compliance measures to the plan. All agree that there needs to be an incentive or disincentive to residents who disregard Stage Two. Director Slotnick stepped down from the subcommittee and Director Greene stepped in.
  • Operator’s Report: Consumption increased with over 10.4 million gallons consumed. The water plant is at 51% of permitting capacity. The TCEQ’s inspection at the waste water plant reported no significant issues. The Operator reported on vacancies, high water users, irrigation consumption for all three districts, wells, termination of delinquent accounts and door tags. Director Slotnick noticed a possible leak on a vacant home and requested the Operator to look into why water hasn’t been shut off. At the end of the meeting the Operator confirmed there is still an active account for the home. Director Slotnick also noted the high lithium levels but concluded they were due to natural causes.

Legal

  • Legislative Matters: A bond election was also discussed at length, with direction needed from the Board. Director Cote suggested that the District aim for a May 2027 or 2029 election. The Board agreed this would be ample time to create a better CIP plan and to educate residents.
